Each layer answers a different evidentiary question.

Focuses on intentional, coordinated manipulative behavior by foreign actors, not ordinary disagreement or all false information.

Synthetic media

AI can reduce production cost, but realism does not establish authenticity, sponsor, reach, or effect.

Provenance

Provenance can document origin and edits when present; missing metadata is a warning, not proof that content is fake.

The telemetry trap

Views, impressions, shares, takedowns, or bot counts are measures of platform activity. They should not be presented as direct measures of belief, persuasion, radicalization, voting, protest, or violence.

Public-interest response

Defensive analysis prioritizes source tracing, lateral reading, behavioral evidence, provenance, transparent corrections, privacy, and media literacy rather than mass surveillance or profiling of ordinary users.
