Evidence and ownership boundary
Include only a dated, attributable public development with a machine actor, a defined authority or sovereignty domain, and evidence beyond ordinary human-directed AI use. Claims, scenarios, and recognition assertions retain their source and evidence status.
Public evidence can establish that an authority claim, movement, corporate-control arrangement, legal filing, recognition event, refusal, or functional engagement was reported. It does not by itself prove consciousness, independent intent, external state recognition, legal personhood, or sovereignty.
No quota applies. When no qualified public development exists, the watch reports zero rather than inventing an item.
